Are these treatments safe for all skin tones?

Yes, and this is one of the primary reasons we use non-laser technologies for hand rejuvenation. Traditional laser resurfacing targets pigment using light energy, which carries a real risk of rebound hyperpigmentation in medium and darker skin tones.
